Some U.S. coin amounts used in the past were the half-cent, two-cent, three-cent, and 20-cent pieces, and a half-dime (a small silver coin).   Congress created the Federal Reserve System on December 23, 1913, with the signing of the Federal Reserve Act by President Woodrow Wilson.
