To celebrate the U.S. bicentennial, a $2 bill, Series 1976, was introduced and showed the signing of the Declaration of Independence on the back.   Congress created the Federal Reserve System on December 23, 1913, with the signing of the Federal Reserve Act by President Woodrow Wilson.
